Due to the issues with foreign exchange regulators, a Japanese user of Paypal cannot make a “personal” payment any more. He can only send money under the items specified in “purchase” tab of Paypal menu.

It has been claimed by several JAs that Paypal rejects sending money for the OQRS, because the payment is designated as “donation”, which is classified as “personal” by Paypal. I do not know if it is possible or appropriate, but the fact is that the OQRS payment via Paypal would only be possible by JAs if it were designated as “goods” or “services.”
