The National Oceanic and Atmospheric Administration (NOAA) and the U.S. Fish and Wildlife Service (USFWS), as co-leads, have announced their intention to prepare a Monument Management Plan for the Pacific Remote Islands Marine National Monument. The PRIMNM includes the current DXCC Entities of Baker & Howland (KH1), Johnston (KH3), Palmyra & Jarvis (KH5) and Wake (KH9). The "Permit system for allowable public activities" is listed among the "preliminary issues, concerns, and opportunities that may be addressed in the MMP", and for which NOAA and USFWS are seeking comments and input. The document can be found on the US Federal Register's website (https://www.federalregister.gov/, search for 2021-27535). Since 2019, Don Greenbaum (N1DG) has been the appointed Citizen at Large representative on the NOAA/USFWS Community Group providing input on drafting the new management plan for the PRIMNM.

The PRIMNM includes the current DXCC Entities of Baker & Howland (KH1), Johnston (KH3), Palmyra & Jarvis (KH5) and Wake (KH9). The International DX Association (INDEXA) is closely following the status of the new Management Plan and has submitted comments on behalf of its nearly 1000 members requesting amateur radio be included in the new Plan.
