There is no ideal arrangement for emergency communications which works in all countries. In some countries the IARU National Society operates the emergency communications group, in others there are independent groups which either work well in co-operation with the national society or work in total isolation.
In Britain the emergency group known as RAYNET used to be part of the national society ( RSGB ) but the two split many years ago and the working relationship has been variable. Recently the RSGB and RAYNET signed a new agreement to co-operate which may be something some of you would be interested in.
The agreement allows RAYNET to recognise the RSGB as the representative national society with links to the licensing authority and the RSGB recognises RAYNET as the principal organisation providing amateur radio emergency communications. The two agree to co-operate and work together to promote amateur radio and emergency communications.
Some of you in National Societies with large independent emergency communications groups, ( or independents looking for a better relationship with the National Society ) may find this approach interesting. Even if your local constitutions or personalities prevent you being a 'member' of the other organisation, this is only an agreement to co-operate and should be better than working against each other all the time.
