Agreement between The Minister of Administration and Digitisation and the Chairman of PZK

On 7 May 2013, an agreement was signed between the Minister of Administration and Digitisation (MAC), Michał Boni, and the Chairman of The Polish Amateur Radio Union (PZK), Jerzy Jakubowski. The agreement promised cooperation between the Amateur Radio service and the Polish government to provide support for measures that provide information on natural disasters and other events that threaten public safety. The agreement encourages cooperation between the MAC and PZK in the support of administrative actions relating to the organisation of back-up radio communication in the Republic of Poland in emergency situations or when normal communications methods such as telephones and the internet are overloaded. The agreement was first drafted in 2011 by PZK with the cooperation of the former Ministry of Internal Affairs and Administration. This draft agreement was scrutinised by governors, who commended the merits of the agreement and commented on its practical implementation. The Minister of Administration and Digitization recommends provincial and local governments make agreements with the local branches of the PZK. Participation in the agreements is voluntary and financial investment is not obligatory unless the parties agree at a local level on support either financial or in kind. This support could include renting or purchasing equipment; or providing staff during training exercises as well as in the event of an emergency. Cooperation and coordination between The Ministry of Administration and The Polish Amateur Radio Union will be the responsibility of The Planning Department of Civil Emergency Management and Emergency Notification System. Representatives from PZK will be Piotr Skrzypczak SP2JMR (Vice President of the PZK), Rafał Wolanowski SQ6IYR (Emergency Communications Coordinator of the PZK) and Hubert Anysz SP5RE (Deputy Coordinator of Emergency Communications of the PZK).
