After seven fortnight-long meetings and more than 60 individual meetings at ITU headquarters in Geneva over the period May 2016 to May 2019, Working Party 5A1 completed a draft new report concerning the amateur service at 50 MHz. The Report describes the work undertaken to prepare for Agenda Item 1.1 of the 2019 World Radiocommunication Conference WRC-19 and associated Conference Preparatory Meeting (CPM) which prepared the technical bases for the WRC. Agenda item 1.1 invites the ITU to study spectrum needs in Region 1 for the amateur service in the frequency band 50-54 MHz and taking into account the results of the above studies to study sharing between the amateur service and the mobile, fixed, radiolocation and broadcasting services, in order to ensure protection of these services.
The Report concluded this week responds to all of the points mentioned above and administrations will use both this Report and the CPM Report to prepare proposals for WRC-19 to be held later this year.
Attention now turns to the Regional Telecommunications Organizations (RTOs) in Region 1 which will have preparatory meetings during the summer period to develop common multi-country proposals. IARU attends ITU and RTO meetings around the World to help in the development of documents responding to agenda items concerning the amateur service as well as working to help protect amateur service interests if changes to the ITU Radio Regulations are being considered.
